I have some recommendations... That CPU isn't great, my 11 yo laptop has a better clock speed, and it's too weak for the 3060. I'd also not get the AIO. For a budget builds an air cooler is fine. You might also choose a better GPU if you get a better CPU.

I’ve watched some benchmark videos… this cpu can honestly be overclocked and it works great with this cpu, it typically only runs around 20-30% most of the time. I’m not interested in getting a better gpu, let alone cpu. Also I already have the AIO, thats why its on that build because i already have it i have had it for a while, and I have the mounting brackets and thermal paste required for it. Also CPUs with higher clock speeds can sometimes be slower than CPUs with lower clock speeds due to various factors such as architecture, efficiency, and the number of cores. For example, a CPU with a higher clock speed might have a less efficient architecture or fewer cores, which can result in slower performance when handling certain tasks. But, a CPU with a lower clock speed might have a more advanced architecture and more cores, allowing it to process tasks more quickly despite the lower clock speed. But I get where you are coming from.
