Merry Christmas Eve! I’m posting early today because I’ll be busy tonight.
Today I’m introducing something new: highways! Highways are marked in blue on the map. If you control land on a highway, you can move to anywhere on that highway, as long as it doesn’t cross someone else’s territory (if they give you permission you can cross though).

keep advancing into wv, but also use the highway system to move up to Michigan and take some counties there

k10398 wants the top section in utah that I have so they can get into Idaho, in exchange for me getting Sweetwater water. Besides that, you can start taking South Dakota for me.
With highways, could I pass through your captured counties in Utah to get Idaho with I-15?
