the EU consists of individual countries, each able to have individual international affairs; there’s a process to join and leave the EU; the EU doesn’t set down the baseline constitution, the countries themselves do that; the same language is not spoken everywhere; the US has a military, not individual states, which doesn’t hold for the EU and its countries; the US has a sense of patriotism which isn't really a thing at all for EU countries
