edit goal <file path> <goal/[NC] (No Change)> <relative expectation quality/[NC]> (<- I'm guessing this is the one you want to change) <relative systems output allocation/[NC]>

or if you need to generate a goal in its entirety

generate new goal <goal> <relative expectation quality> <relative systems output allocation>
