I went and checked the App Store Review Guidelines myself and at point 1.2 there is this:

“Apps with user-generated content present particular challenges, ranging from intellectual property infringement to anonymous bullying. To prevent abuse, apps with user-generated content or social networking services must include:

  1. A method for filtering objectionable material from being posted to the app

  2. A mechanism to report offensive content and timely responses to concerns

  3. The ability to block abusive users from the service

  4. Published contact information so users can easily reach you”

Google Play’s policy is more clear as it specifically states apps with user generated content “Provides an in-app system for reporting objectionable UGC and users, and takes action against that UGC and/or user where appropriate;”
